The fuel level sending unit in the gas tank is the probable culprit. They aren't very expensive, JCWhitney has then for just under $20. The expense is going to be in removing the old one and installing the new one as the gas tank has to be removed from the vehicle. The sending unit is at the top of the tank.
Now there are some creative ways to overcome this. I had a camaro that had a similar issue. Instead of removing the tank we cut a piece out of the trunk floor just over the sending unit/fuel pump location and replaced it that way.
