Who started dunking cookies in milk, and when ?

I've always wondered when this natural pheonomina started.

    everyone always ate cake with milk...so when a cookie was invented it was carried over to have milk with them. now the fine art of dunking has always been around as well...kids found out that cake stired in the milk made chocolate milk...so what would a cookie make the milk taste like? hmmmmm well the cookie was to hard to break up like a chunk of cake but it softened it from the hard disk that it was to a more soothing to the teeth and gums softness.
