How do you keep pigeons from building a nest on your balcony when one was already built & vacated?

Pigeons had built a nest before, and I allowed them to lay eggs, hatch, and fly the coup as it was very interesting to watch. I've cleaned up the balcony (droppings and branches), but two other pigeons want to build a nest there now. How do I stop them?

Would a plastic owl or rubber snakes work?

    The only effective thing I found (I tried everything) is called Tanglefoot Bird Repellent. It is really sticky and it makes a mess! But the birds don't like the sticky on their feet, so they go away. It doesn't hurt them - just forces them to relocate. Ace Hardware sells it or you can buy it online.

    Spikes. Not sharp but at least as lang as the pigeons are high. That way they can not land and stay away.
