I had the same problem. I had to 'register' my ID so that I could be of the first allowed to instant message Windows Live users. Just follow the instructions on this help page:

Q: How do I have an IM conversation with a Windows Live™ (MSN) Messenger user?

A: After downloading the Yahoo! Messenger with Voice (version 8.0), open it and sign in. You’ll notice a strip along the top of the Messenger window that says, “New! IM Windows Live™ (MSN) Messenger friends”. Click this link. On the page that opens, click “Join the Beta” to…join the Beta! And start IMing with friends who use Windows Live™ Messenger.

Add Windows Live friends to your contact list by clicking the “Add Contact” button – the same way you’ve always added friends to your contact list. To start IMing, your Windows Live friend must accept your invitation. Also, they must be using the latest beta version of Windows Live™ Messenger. If your IM detects a need for them to upgrade, your invitation will automatically include a link for them to download the Windows Live™ Messenger Beta.

Once you’re both running the latest versions and you’re both on each other’s contact lists, it’s time to get down to business. Let the instant messaging begin!
