Why did Homeland Security get Katrina funds??

I heard this last night on the news. Homeland Security spent almost a quarter of a million on booties for the search dogs who wouldn't wear them. The Coast Guard bought, among other useful things, a beer making and dispensing machine for their parties. HELP!!!

    Homeland Security covers alot of agencies. The Coast Guard in particuar saved hundreds from flooded towns with rescue divers. They had to clean up the ports and track the oil rigs lost. I think I'd buy them a beer for a job well done. The hardest in USCG History.

    Most of the money is to cover operation costs. Helos cost money, Fuel cost money, Food & lodging for the men costs money.
