Ok if it has not been asked yet how far up a persons backside does their topside need to be ?

when traveling around the varios states I have noticed it is not a requirement for the drivers all to possess that grey matter head filler WHY?

    House rules? comfortable in their own state? using the head for hat rack only? Most of them are probably singing this little tune in their heads....." My momma dun told me....to bwing home a wabbit".
