Running you use your entire body, Biking on the other hand is mainly legs. When you run, your legs are feeling the force from the ground, when you bike the tires are taking most of that force off you. Is it equivalent I guess it depends on the setting you have on your bike, cause generally speaking it will take a lot more work on a bike to get the same workout.

Generally not. The best way to judge is to try it yourself -- rate your exertion on a 0-10 scale. If your exertion level and time spent are the same, then it can be considered "the same". Usually, you will find that your exertion on a bike is less, and the time spent to ride 6 miles is less than to run 3 miles.
