sanctions when leveled against a country should conditions for lifting be set?

Cuba has had wanted sanctions lifted and so did Iraq. What recourse is there but beg???

    When trade sanctions are placed on a country.. Let's use Cuba for this example, there's usually a reason.

    I'm not really sure why the US won't trade with Cuba- I'm a little young to remember (30 yrs old), but I suspect it has something to do with Fidel Castro and his communist regime.

    I agree that when sanctions are used against a nation that terms for them being lifted should also be outlined, like when you discipline a child... You are grounded till (some specific time)... You are in Time Out for 10 minutes...

    I think that, "Cuba- we'll trade with you as soon as you allow private ownership of property and businesses on a national level..." would be entirely reasonable.
