Adobe Photoshop is the industry standard, but also very expensive. If you buy a decent scanner or digital camera you will get a free copy of Adobe Photoshop Elements. (You can also buy this for about 50$-100$.)
I would recommend Photoshop Elements because it is more user friendly, easier learning curve and all around a better price for just starting out.

When I edit a picture I use Kodak, paintshop pro and photo shop,
if you want to select 1 thing in a picure and make a new back ground for it, photo shop would be the way to go. There is no perfect program that does everything.

Adobe Photoshop CS2. I have both that and Paint Shop Pro 9... if you're able to get either one of those, I would definitely choose Adobe over PaintShop.
