I think you should talk to her and call the cops over when you do it. I think she need not to come out of her room only to pee and eat. Take everything out of her room even, nonthing should be left in their but her bed. She needs no phone calls, no cell phone, no music, tv but what she can get is her a** beat. try involving her in running the household, like teach her how to cook and grocery shop. spend time with her doing something constructive. or accept the fact that not disciplining her when she was younger finally caught up to you all.
