Let's say that you have some pipes burst in your house. You wake up in the middle of the night to hear water flowing out of the ceiling onto your furniture, your carpeting ... everywhere. Now you have two problems here. One is how to stop the water. The other problem is how you're going to fix up the damage the water has already done. So ... are you going to sit there and tell me that you just can't go outside and turn off the water until after you've decided which pieces of furniture you're going to save, and which you're going to throw away and how you're going to clean the carpeting and fix the rest of the water damage? Pardon me, but only a complete idiot would take that approach. Your first step is going to be to run to the water shut-off valve for the entire house and stop the flow of water! Then, and only then, will you start to worry about how to clean up the mess.

Well ... not President Bush! Oh .. and not the Democrats in the Senate either! They don't want the flow of water shut off until you have developed a detailed plan on just what you're going to save, what you're going to throw away, and how you're going to fix the rest of the damage. This is pure idiocy! The only people who could benefit from a plan like this are those who get paid to clean up the mess!

Bush's plan for comprehensive immigration reform has five elements.

First ... he says that the U.S. must secure its borders. This is his offering to the 8 out of 10 Americans who want the invasion to stop ... now! And that includes a majority of Hispanics living legally in this country. Bush says he will deploy up to 6000 members will be deployed, but they'll generally be pushing pencils and buttons, and not involved in direct law enforcement duties. Bush says that the U.S. is not going to militarize the southern border and that Mexico is our friend. Sorry .. this invasion is being promoted by the Mexican government. Any government that promotes an invasion of our country is not our friend. By the way, does anyone remember Vicente Fox ever saying that it is wrong for some of these gate-crashers to call themselves "reconquistadores" and that Mexico does not, in fact, place any claim on Los Angeles?

Bush wants to create a temporary worker program. He says he wants to create a legal path for foreign workers to enter our country in an orderly way for a limited period of time. Temporary workers must return to their homelands at the end of their stay. First of all, I'm not convinced that a temporary worker program is necessary ... but if one is needed, permission to enter this country to participate in this program should be granted to those who have played by the rules, not those who have broken the law by coming here uninvited. There are millions of Mexicans who are waiting patiently for their approval to enter this country. Give them precedence. Those that are here should be required to register for the temporary worker program IN MEXICO!

Bush wants to hold employers to account for the workers they hire. Yeah? Let's see how harsh the penalties will be. He wants a new ID card for every legal foreign worker. Good idea. Here's a better one. Those ID cards can ONLY be issued by American embassies and consulates outside of this country.

The president says that we need to face the reality that millions are here already. Face the reality? Does he think that we somehow missed those threatening marches with all of those Mexican flags waving a few weeks back? Bush says that they should not be given an automatic path to citizenship, that this would be amnesty. Sorry ... allowing them to stay here is amnesty. Giving them an automatic path to citizenship would be something much worse than amnesty. How about a nice slap in the face to every single immigrant in this country who played by the rules to get here? He says that deportation is not wise or realistic. Sure, it would be wise .. but it would be unrealistic. Any attempt to deport 12 million illegals would be met with violence. There is a way. Look to yesterday's Nealz Nuze. Bush also says that we should recognize the differences between illegals who crossed border recently and the ones who have been here for many years. Yeah .. I can see the difference. Those who have been here for many years just have been getting away with it longer. Bush says that his plan is not amnesty. Sorry, Mr. President, it most certainly is. When you do not punish those who have violated the law, when you legitimize them .. that's amnesty.

Bush then said that we should honor American tradition of the melting pot. Good words. There is also an American tradition of legal immigration. How about honoring that tradition also!

A few more points:

Georgia Republican Senator Johnny Isakson is said to be ready to introduce an amendment to any immigration reform bill that would require that the Department of Homeland Security certify that our borders are secure before a guest worker program can be instituted. Pundits say that this would chase the Democrats away. Why? This one is easy. It's because Democrats don't want secure borders. Democrats see the invasion force as a ready source of future Democratic votes.

Now ... as for the guest worker program. This idea is certainly not original with me, but I have presented it here before. There is a way to insure that anyone in this country to participate in such a guest worker program would not stay here once their time is up. It's really very simple. You don't pay them. You pay the agency that arranged for them to be here. When their time is up, the money is gone.

Here .. let me explain. There is necessarily going to be some government involvement in this program, but we can keep it to a minimum. You set up some employment agencies that specialize in obtaining Mexican guest workers for U.S. businesses that need the extra or seasonal help. These employment agencies are hired by and paid by the private businesses who need the workers. They obtain the workers from Mexico and provide for their transportation to their place of employment in the U.S. The employer pays the agency for the workers, and then the agency pays the workers. When the temporary guest worker assignment is over, the employer stops payment to the agencies and the money to the guest worker dries up. We would need harsh -- extremely harsh -- penalties for any employer that tries to pay a guest worker directly. Under this system the agencies are responsible for transportation to and from the U.S. and making sure the workers get paid. These agencies, of course, would work under strict federal regulatory supervision.

The key to this ... and the key to removing any suggestion of amnesty ... is that all guest workers in this country must sign up for the program in their home country, not here. All ID cards for guest workers must be issued ONLY in that worker's country. If you want American dinero, you go home to sign up. For the rest who chose to stay here ... yank out the welcome mat.

first, i would make a worker visa program. then, i would penalize/destroy any business that hired people under the table. all businesses would be required to tax ALL employees, and also provide them with workers comp, health insurance and social security. then, i would work on the problem of skyrocketing healthcare costs, which at its core is not an immigration problem, but relates. there is waaaay to much fat in the system and certain people are making too much money from the average low-middle income patient. if the emergency room visit is not work related (which would be covered by workers comp), or otherwise covered by insurance, then the cost should be manageable for the average person, with the government covering a small amount if needed.

it's a fallacy to say that illegals get benefits that citizens don't. if you were impoverished, and didn't have workers comp, you would also be able to get a free ride at the hospital. if you were paid less than minimum wage, you would also be able to get food stamps. be careful what you're asking for when you complain that illegals get benefits that citizens don't.

i'm sorry, but is there anyone else out there who hears "border fence" and immediately thinks "berlin wall"? are memories that short? something about "those who don't remember the past are forced to repeat it..."

I agree with deporting anyone that is here illegally.

I think making some sort of "guest worker" plan might work, giving the "guest worker" a special "pass" to be in the country only between certain times of the day, but can not be over the borders outside of those hours. They would also pay a specially formulated income tax, as well as contributing to a special "medical insurance account" set up for "guest workers" that are injured on the job. This would cover all expenses while in this country. It would have to be a work related injury for them to seek medical treatment and use the program.

I would also make them check in and out at the border. If they checked in, and are not checked out by a certain time, they are sought out. The "guest worker" pass would only allow the one worker to enter the country, but no one else. There would be no reason to bring anyone else in on the "pass".

I think this would make both sides happy in the sense that the "workers" would be paying taxes and contributing to programs that are used/needed, and they would be allowed to work in this country, so they could better their lives without having to come here illegally. Now, if a family comes into this country illegally, then it would be out of sheer selfishness. They would be allowed to bring home better pay, live with their families, and work in this country. They would also be making enough money to use for improvements in their country like schools, law enforcement, and the "war on drugs". It would be a start.

My program isn't perfect, but I think that it would be a "leaping point" for something. . .

To "lovemy3cats": Your friend broke the law here in this nation by being here illegally. That is why he is being detained. He should have just gone through the proper channesl, and there wouldn't have been any issue. I'm sorry he lost everything, but that does not excuse him entering this country illegally. He obviously had enough money to get his happy @$$ to the border and into this country. . .

NO OTHER LEGISLATION Will Be Necessary

Illegal immigrants, especially from Central America, have done alot for our economy. Many do not use medical facilities. Many go without care for years, but yet they work so hard here. Just look at the landscaping that is done around your area; chances are they are the ones who did it. I have seen legal citizens do the same thing but the effort is not the same. These people take pride in their work.

Illegal immigrants are human beings just as we all are. Some are morally corrupt, MANY others are not. I do believe that every human being should follow the law but I also believe that those moral humans who come here illegally should have a chance to prove they are here for a much better life, and not here to committ crimes.

I know of an illegal immigrant who had to flee Honduras after Hurricane Mitch at the age of 17. He lost everything. He is 23 now and is currently being detained for being illegal. He has no rap sheet, no moral turpitude crimes. The crime he has committed is that he is illegal. It is a shame that our jails have to be filled with those whose crimes are not violent. He is right in there with those who have committed major felonies. He, as a human being, does not deserve this treatment.

I'd pass the border security and interior enforcement measures in the House Bill, frankly with more fencing, except that instead of having a reimbursement mechanism to pay for enforcement against illegals only within 100 miles of the border, I'd go far enough to include Los Angeles. (I suspect that cut was because they DIDN'T want LA in because it would be too expensive and they figure LA has major reasons to fix this without federal cash. But LA also has a long history of sanctuary and a major network of illegals that serves a magnet for others to first find their feet before going to the interior.)

I would dismantle all services to illegal immigrants except for emergency care, and even then, once service was rendered, they should be deported.

The exception I would make would be for immunizations.

I would dismantle the education magnet long with all others, which I think was the result of a bad court decision. That would HUGELY reduce the problerm.

In the absence of the ability to do that I would as a state matter cut out all services unless mandated by federal law.

I would require the employer database to be up and running in 2 years, and increase penalties on employers.

Within the first year, everyone who wants to get legalization (no citizenship and no family reunification privilege to bring in absent family) would have to register. After an initial screening for outstanding warrants, known convictions and known gang affiliation, that registration will be a two year visa while the screening is going on and can be used to get a special, date stamped, SS# which will evaporate after the two years unless extended by the procedure below. Within that two year period, any of them convicted of a crime including a misdemeanor (maybe not specific listed de minimus ones) or found to be affiliated with a gang will be deported. During that time they will need to learn English to a basic level. After the two year period the rest will get first a 5 year residency permit, again during which any convicted of a crime or found to be affilliated with a gang would be deported. After that, their residency would be permenant but not to bring in absent family.

The number is really too big. That is why the Senate Bill split it by how long people were here. Since my screening process is tougher and will get rid of the worst problems, as well, I'd rather go that route, however, they can only bring in family under other non-family unification quotas. Furthermore, at least within the 7 year period any of them found to have conspired to give another illegal immigrant, shelter, employment or otherwise help get them settled would lose their temporary status and be deported as well.

I understand about 1/3 of the illegals in the country today are family of illegals amnestied in 1986. While they were given family reunification rights, even family reunification rights have a cap, to reduce the strain on our country. They seem to have ignored these, considering it a 'paperwork delay'. We can't afford that with a number as large as the one we have now. There are two sides of the border where they can reunite with their families, and barring our giving them a procedure, they belong on the other side.

There should also be mandatory enforcement. If the federal government doesn't enforce according to set guidelines, it should be responsible for any costs incurred by the states. The entire enforcement and reimbursement scenario should be enforceable by citizen suit. A huge problem with enforcement is that it has been viewed as federal, however, the states incur by far the bulk of the costs and damage in terms of quality of life.

I think we shouldn't encourage undermining worker wages with a guest worker program - construction is definately a place where Americans want to do the jobs, and teenagers are happy to work at McDonalds. Only agriculture which already has an unlimited amount of H2B visas for seasonal workers should get a simplified program where the workers can sign up for a 5 year seasonal qualification after which the farmers can hire those who are on that database SEASONALLY and still giving them housing. This helps insure that they are seasonal and not trying to turn a seasonal permit into residency. There would be no 'path to citizenship' except that working on a seasonal permit will not keep a person from also trying to enter under a normal visa that does have residency ability.

Once the borders are certified as secure, Mexico would be added to the lottery program, and 10,000 more visas will be added to that program, as well.

We need a law with teeth.

Illegals should not be in the country, if they are there they should be deported. It comes from people not doing their jobs, if an illegal is found they should be booted out and they certainly shouldn't be getting benefits when they have not put anything into the system to begin with.

jail time for offenders, and forced to be put on a work program which involves building a barrier. This can not be considered 'cruel and unusual' since they don't have rights, as they are not citizens. Then charging mexico with the cost of deporting them back to Mexico.

Simple. Same-day discovery/deportation. As a bonus, charge the country they're from 10k/instance. I guarantee that 10k will dry this stuff up in a hot second...

Simple deport anyone who is here illegally. That's how the system use to work. And that's how it should work now.
