Anyone can be sued for slander. But for any case regarding slander, you need to be able to proof slander. You need to proof that what was said was not true and you will be required to proof the monetary damage it caused you.

Absolutely! They are citizens just like everyone else.
BUT...... an officer working in his/her official capacity, making a report of what someone else TOLD them, or reporting the facts as he/she sees them, probably not. The truth is an absolute defense though. It depends on the circumstances
