Why is Calliou, of PBS shows, 4 years old and BALD?

If you have kids, you probably know who I'm talking about. He's only a cartoon character, but why did they make him bald?

    My son loves Calliou! Maybe his parents shave his head, I don't know. My daughter had very little hair when she was 4.

    I knew a kid who was 4 and bald. She had a severe allergy to hair, including her own. So, she had to be bald. Wonderful kid too!
