How do blog ad sites recognize computers to count the clicks?

I know you can't go on your own site and have the page views or ad clicks count, so I know they can somehow tell "who" is accessing it. But is it by information in the computer itself or from the internet service at a physical location? Like, at a house that has multiple computers or at a library or school, if readers from different computers are accessing your blog and clicking, are those all being counted, or does it appear as if it's all coming from the same place so they don't count it?

    every unique ip adress will give you hit counts. so yes, every different computer at school or at home will give clicks. the information is completely online the site registers what ip adresses visit and it logs each unique visit as a hit
