Is hearing officer a lawyer?

I was wondering. I had a case in a small court and there was no judge only hearing officer. Is hearing officer a lawyer if not how can they make a decision -or are they well trained to make decision?

    A hearing officer is usually a trained arbitrator who has a definitive knowledge of the law. Not necessarily a lawyer, but could be.
