My suggestion is to buy a new laptop. If you laptop was running 98, I am assuming it is a couple of years old and may not have enough RAM. You hard drive is old and possibly could crash. Since you have to purchase Windows XP, its best to just purchase the whole laptop that already has an XP license. Laptops are cheap in comparision to what they use to be. Doing an upgrade from Windows 98 could lead into problems.

Get a new laptop, as recommended. A 7 or 8 year old laptop will not run XP very well; you'll get frustrated with loading times. You owe it to yourself to get a new computer, having dealt with that one for so long. ;)

Buy an external drive too and back your stuff up onto it, so that you can easily transfer to your new computer later.
