You need to check with each to see if you are quailified, you would be suprised how easy it is to quailify.

Finally, as a last resort, it is very difficult for me to imagine that a 95 Ford Taurus could not carry an electric scotter or chair. I would suggest that you do some searching for a hitch carrier that might be a little more user friendly, or talk to the people that supplied your chair, there are some electric lifts available that should do the trick.
