What does it mean than your first act on entering a country--your first act on that soil--?

is the breaking of that country's laws?

    Of course it sets a precedent. All acts that follow this initial act will be tainted by its illegality and the person's presence in the country will never be legitimate, no matter what they do subsequently.

    It means that the first thing you say when you cross the border is "Damn, I haven't got caught by the gringos"

    Instead you should be saying " Damn, I finally made it to America, I am a proud citizen".

  • In many cases they've crossed the border legally and aren't illegal untill they overstay the time alloted a visitor.
