Which state has the best 529 plan?
I have visited http://savingforcollege.com/ but unless I visit all the links, I couldn't answer this question. I'm just looking for a good one in term of having a few decent investment options (not too many is ok just ranging from conservative to aggressive) and (importantly) low management fee.
Actually many 529 state plans I have checked (California, Nevada, Kansas, Alaska) do not have any tax break for residence.

Try your state's plan. Most give a tax break to residents.
The fixed 529 pre-paid tuition plans have zero managemtn fees. I don't think that's the correct plan. I'd go with one that has good returns (regardless of their management fee).
If you're most concerned with management fee, go with Iowa or Missouri.
