It's spelled "urticaria" and it's commonly called "hives." It's a skin condition that's often due to allergy. Here's an article about it from the American Academy of Dermatology:

it is urticaria...a skin condition also known as "hives" or "nettle rash" characterized by the development of itchy weals usually on the limbs and trunk. large weals may merge to form irregular, raised patches. it is harmless and usually lasts only few hours. the cause is unknown but common cause is allergic reaction. it may caused by exposure to heat, cold, sunlight. itching can be relieved by applying calamine lotion or by taking anti histamine drugs.
