UNSOLICTED ANSWER:
The watch list is helpful when you want to monitor a question without answeringi it. If you don't put too many on the board it's also easier to refer back to it without having go through your answer listing. It's also helpful when you report a question, you didn't want to answer but want to see when it's deleted by Y!A staff.

Beneath the question is what I like to call, a mini-toolbar. At the right end is a plus sign. Hover your cursor over the plus to produce a mini-menu. Click the option to add the question to your watch list. Repeat to remove the question from the watch list.
