This was popular in the 60s and 70s. The combs are called "cake-cutters" and they double as deadly weapons. The schools actually forbade the possession of them after some people got cut up.
The kids nowadays are copying their earlier counterparts.

I didn't know anyone still did that, but I have no idea what that comb thing is all about. Probably just to assert their need to be different and their desire to do something their parents didn't do.
Kids just like to have fun.

So they don't have to put it in their pocket, they always know where it is, and they can comb their hair at any time!

It's called a pick...or a pic. It helps give it extra 'oomph' and I guess they put it there so they don't lose it. (???)
