Mat 9:13 But go ye and learn what that meaneth, I will have mercy, and not sacrifice: for I am not come to call the righteous, but sinners to repentance.

Since we're all sinners, God called all of us to repentance. The following scripture says:
Mat 9:13 But go ye and learn what [that] meaneth, I will have mercy, and not sacrifice: for I am not come to call the righteous, but sinners to repentance.

Luke 5:32 - "I have not come to call the righteous, but sinners to repentance."
But since we are all born sinners, we all need to repent.

Both. 2 Pet. 3:9 "The Lord is not slack concerning his promise, as some men count slackness; but is long suffering to us ward, Not Willing That Any Should Perish, But that ALL should come to Repentance."

It also says in the gospels that it is not the healthy who need a doctor. He is explaining why he hangs around with sinners, pharasees, and tax collectors. At the same time, he is calling us to do the same!
