they are tied to the rear, they are not in all citys, mostly where the population is split asian & uk, where its predominantly asian you dont see them, can not get a straight answer from asians when i ask them

Leeds is full of them but none in Sheffield, its a Muslim thing

the black ribbon means they are drug dealers or have something to do with drugs,my dad was a police officer and he told me what it ment when i asked himwhen i saw one in Bradford.
