In Windows XP, just insert the DVD in the drive. One of two things will happen. Windows should pop up a window giving you choices as to what should be done; or nothing. In the latter, open My Computer, then double-click on the DVD drive. A window should then open up with all the picture files listed. Double-click on any picture, and it should open in the Image Viewer. From the Image Viewer, you can select print, and Windows will start the Image Printing Wizard, which will allow you to select how you want to print the image. If it's a data DVD you should be able to just put it into your computer (with a DVD-ROM drive) and see the files under the DVD drive in My computer. You can then click on them/print them like you would a normal picture.

Most programs which let you view a picture will also let you print it. Even the default Microsoft viewer that comes with Windows XP.
