In the late 60's and early 70's, Why was the police/cops called the "Fuzz"?

The heat, pigs, pork, "I smell bacon" and other such names and phrases were used to describe law enforcement employees. How was the "Fuzz" brought into their description? As far back as I can remember, they were always clean shaven and usually able to pass a physical(meaning fit), until recently seen police official with a full face beard. For inquirying minds..

It was brought around by refering to the babble and white noise created on the Police frequencies that caused interference on the AM and shortwave radio bands.

Thus when there was a lot of police activity the radio and CB's would become "fuzzy" and criminals would know the "fuzz" was coming.
