The best way to start any business is to lease the equipment. There are many tax deductions using leased equipment. That includes vehicles. You want to form an LLC to protect yourself. You might want to look into forming the LLC in Nevada since it has fewest taxes. Check with California's DMV for licensing information about trucking companies. You can probably look it up on their web site at www.state.ca.us
