school administrator qualifications?

If a teacher wants to be promoted to an administrative position in a school, do they need to have received more education than they would have needed to just stick with teaching? I think that administrators need some kind of extra administrative degree, but I wasn't sure.

In the state of Illinois, an administrator must have a type "75" certificate. A teacher has a different certificate. If a teacher wanted to become an administrator, he/she would have to reenter college to obtain the 75. It could take up to 2 years in a cohort program. An internship is also required.
