how can i localize a guy who doesn't want to return my tailgate??

I was at a stop light, then he hit me onthe back. he did not have any insurance and he told me he could fix it since he owned a body shop place. i took his drivers licence, after one week i gave him my tailgate for him to fix. now after 3 months trying to contact him and he doesn't reply emails or calls. i know it was really stupid on my side to trust a random guy but i did not wanted to make a big deal of it. please advice, i have his drivers license.

    go to his house, his address should be on the license.

    if not, call the cops

    Resorting to tricks or attempting to come back at somebody on the line is in basic terms basic stupid! I settle for the undeniable fact that i'm no longer able to administration what the driving force at the back of me is doing.
