An envelope stamped, by the post office to commemorate an event. The cancellation stamp? By the way - what do you call stamp collecting?

    phalatelic (having to do with collecting of stamps)

    philetalist (one who collects stamps)

    actually i'm not exactly sure of the spelling, but i know how to say them.
