I say yes assuming the truck is shaped like a gas tanker. He2 is lighter than H2O. (I think.)

Not if the helium were under pressure. Plus the tanks to contain pressurized helium are quite heavy.
Probably not noticeably better mileage, The wind resistance of the vehicle and the rolling resistance of the tyres have quite an effect on mileage.

the containers that helium is shipped in weigh too much for this to work...

no it would be transported in liquid form so it would be compressed and a great deal heaver
