Sound propagates much faster and farther through water than through air so seals and whales do not need large ears.
Sound speed in air is nominally 340m/s; in water, 1500m/s

Seals and whales don't hear the same way as land animals. They feel the vibrations in the water (eg soar), no sea animals have land ears. Rabbits and deer have big ears because they evolved as prey not predators because they are herbivores. They needed big ears so they could hear coming threats/predators.

Both of the above answers are correct but there is another reason. large ears creat a lot of drag in water much more so than in air. Small ears are more aquadynamically efficient
