There are several possibilities here. People cross-dress for a variety of reasons. If he's attracted to men but doesn't consider himself gay, he may be transgendered or transsexual. Guys who cross dress aren't necessarily gay. If there are other things that make you think he's gay though, I think you should stop having sex with him.
