Mexico and USA have excellent bilateral relations and cooperation in seeing that people who have committed serious crimes in the US and flee to Mexico are returned to the US for prosecution. Proper protocol, though, must always be used. For example, unofficial attempts to detain someone in Mexico and force him/her back to the US is for prosecution is considered a serious crime.

No. If a US citizen commits a felony in the USA and flees to Mexico, the US government has to go through an extradition process to have that person returned to the US to face trial. If the US police or whoever goes into Mexico and brings that person back over the border without their consent, then they have committed a felony. And two felonies don't cancel each other out.
Bottom line is, if the crime is not a serious one, the felon won't be extradited. If it is, s/he will. And that holds true in pretty well any country in the world. You can't have someone extradited to pay a traffic ticket.
There is an interesting kicker, however. If the felon is in Mexico illegally -- no visa or overstays their visa -- then they can be escorted back to the border and sent out of the country. So if the US law enforcement agency play their cards right, they can just 'happen' to be sitting at the border when the felon is escorted out of Mexico.

You can leave the country, yes. But it's still possible that if that government finds out of your crime, they can send you back to your country. I imagine it's hard for them to find you though since you aren't even a real citizen there and they can't locate you by SSN. Don't go to Mexico though. Go to Canada. Canadians are cool and you can drink the water. Peace!

The US can't legally go and take someone out of Mexico without the government's permission.

They must file for extradition. A death penalty case will cause Mexico to deny extradition because they do not have a death penalty.
