why my computer does not recognize me?

when i click : tools, int.options, i get this message : This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator.

Update:

I'm the admin. i've checked it over just to make sure.

    You need to teach your computer that you're in charge.

    If you are the administrator and having that much privilages this problem may be due to spyware infection to your Windows XP

    Solution

    1.Re install windows XP or check system registry for errors that created by spywares or virus.

    go to control panel, users settings

    give yourself an Administrator privileges
