Well friend I suffered the same problem tried to do what was offered u but didn't work cause all the other rights had been striped off. However this is the solution. Sorry if the search solution worked for u, it didn't work for me.
Click Start Menu then Right-click and go to open, you will get a open folder with Programs. click it that to open, when it does, you will see the command prompt icon, click that which gives you your black screen with command prompt ( remember you couldn't get this at the Run prompt because it is disabled.) but now u get it. type taskmgr on the command prompt. u r there... long but works..

For the time being login as an administrator by booting your computer in safe mode, then change the current account type to computer administrator. After that your current account will have administrative privilages and the computer will not disallow you doing anything. Alternately you can install new programs while in the safe mode as well.

mostly this case arises due to virus attacks only.. in case of disabled task manager, download and use processxp software.. try using hijackthis software also..it'll show u all the active programs, if u have any idea abt the problematic program,u can delete it.. as a last option, backup ur files and format ur drives.. :-) all the best

Sounds as if you locked yourself out of it some how try running msconfig from the command line and check your settings out. Also try using the taskmgr.exe in the run box as well.
