Government retirements and promotions?

I am a veteran who is currently attending college. I am looking at certain government jobs after I graduate and some of them have noncompetitive promotion potential to GS-9/11. My question is what is the process to get promoted from GS-5 to GS-11 or higher and how long do you have to work for the government to collect a retirement? From what I have seen GS jobs don't have a minimum time for a pension, you just can't start drawing the pension(no matter how small) until a certain age.

If anyone could clarify, answer, or point me in the right direction I would appreciate it. None of the websites I have visited seem to spell this stuff out.

    Basically, if you are starting at a GS-5 (I think you may be higher due to your status as a veteran) you get higher on the GS scale by working- I think you can generally go up about 2 GSs within 5 years and so on. Higher than a GS-11 may be harder because at that grade, you are talking about very high-up positions that few people get (Assistant Secretary etc.)
