What is the Difference Between Clinton and Bush on Embryonic Stem Research Funding?

In other words, what is the difference between the bill President Bill Clinton signed into law in 1995 (the so called “Dickey Amendment”) which makes it illegal for Federal money to be used for research where stem cells are derived from the destruction of the embryo, and H.R. 810, which President George Bush vetoed?

I understand that President Bush also provided $100 million in funding for embryonic stem cell research (and that funding wasn’t provided during the Clinton Administration) but I am asking about the bills specifically.

    The difference is 5 years of research that didn't seem to be going anywhere, yet had some possible ethical problems.

    Clinton's method says that you can use the embiicol cord, which scientists say can best be used in finding cures for diseases, while Bush limits its use on the stem cell, and thus it makes it more difficult in finding cures for diseases, Bush believes in this method for religious reasons while Clinton believes in this method because scientifically it can be best used to cure serious illnesses.
