This actual may not have to do with her hormone levels but her genetics or heritage. My mom is of Italian decent and this is something that is common among Italian woman and woman on her side of the family. Its also common among European, Jewish and other heritages.

They usually use some kind of cream hair removal. This can be bought at any drug store or stores like Wal Mart and such. Surgi-Cream is a popular brand.

There is also the option of shaving it, but not like a guy would. There are trimmers, Finishing Touch is a very popular one. It can be used pretty much anywhere on the body. And you can use it on course or fine hair. And this can also be bought in almost any drug store . I've even seen them at Bed Bath and Beyond.

Laser will remove them permanently. It's expensive, but it's worth it. I would find a depilatory salon instead of a dermatologist. Either one will do a good job, but the derma is gonna cost you about double. Laser works best with dark hair.

Help the kid, it will change her life.

soak washcloths in warm water, apply to chin for 1 minute & pluck away...cutting them or waxing them @ home still make them come back more & more.

Perhaps she can grow a beard and join the circus as one of its freaks. Otherwise get her a Gillete razor and some shaving cream.
