Just call the utility directly. They can give you information on average bills, etc. People do it all the time when trying to decide whether or not to live in a particular place.

I'm a Real Estate Agent and I call the utility companies all the time and ask for information about certain properties. You can totally call and ask for any information you need. Anything from delinquent balances, the average bill amount and when it's due and such. You don't even have to give them your name most of the time. Give it a try, they don't really care who asks about the bill because they think maybe you're getting information to pay it.

Honestly, I dont think you will be able to get one. If your landlord pays for it then I dont think you have any rights to the info. However, I wonder if you could set certain dates to take meter readings and with your collected data call the utility companies and ask how much those measured amounts would cost with taxes etc.

It would be worth calling the company and asking.

You have to ask the landlord. Otherwise it's a privacy issue.
