401 express vs collectors? what is the difference?

The collector lanes eventually link up with express lanes. They gather traffic from 2 or 3 on-ramps and then eventually move them into the express lanes for those who prefer.

Once you get into Toronto there are overhead signs on the highway indicating the traffic conditions on the express and collector sections. If the express lanes are clogged, for example, people move into the collector lanes. In most cases, you do need to move into the collector lanes in order to exit the highway.

I don't understand why you've been directed to switch from the express to the collector and back to the express.

The express is sort of like a 'super highway' down the center. In each direction, there are three express lanes, and then separated from them, three collector lanes. The collectors are linked to each exit on/off of the highway. Roughly once every three exits, its possible to switch from the express to the collectors or vice versa. The idea is to keep the express lanes moving well by having even less entrance/exits.

Express is a fast highway and collectors is more slower. You can use the express to cut through traffic and when your exit comes you merge back on to Collectors and then exit.

This is a good question, and one that has made me curious for many years.
