How does the whole 'comment' thing work? Does the questioner get notified that someone left a comment?
All i really know about comments are that they are answers after the question has been answered.

No, they arnt notified. All they can do is go check if there is a comment. If they allow emails to themselves, you could email them a comment....but not everyone allows them. To find out, youll have to go into their profile, by clicking on their avatar.

No. If you want to see any comments left, you have to return to view them after the best answer is chosen.

Anyone can leave a comment but there is no notifications when a comment is left.
