You can create a free website by using the tools provided by Yahoo or Microsoft Central..The hosting of your site will cost you.The other way is create it and add as a cool link with your Yahoo Profile.

There are many good ones out there but if you really want a website that is customized your gonna have to pay. You would have to pay for a domain name, web hosting and any non-free content.
However, if you want a free mini-website there are many ok ones out there.
And for forums try Forumer.com

Depends on what you want to do. If it is just a personal site, try http://my.opera.com/ as they have 300mb of space and some nice templates to setup a blog, photo albums, groups, whatever you want. If you are looking for something else, try http://www.portland.co.uk/ where you will need two programs. One is http://www.nvu.com/ and the other is http://filezilla.sourceforge.net/
