Anybody know anything about ActiveX?

Okay...here's the warning I get:

Internet Explorer was unable to start Macromedia Flash 6. Please make sure your browser security settings allow you to "download signed ActiveX controls," "run ActiveX controls and plug-ins," and "script ActiveX controls marked safe for scripting."

Problem is: I have all but turned off security. Enabled all these things to run. I am not behind a firewall and have turned off my virus scan (for the moment). I keep getting the same error over and over and over. Is this controled somewhere OTHER than Internet Explorer on my system? It is really irritating me. Oh and, yes, Macromedia Flash 6 is installed.

I get this message:

If Macromedia Flash 6 has installed successfully, you will see an "OK" button below.

I see an OK button and click on it and am taken back to the above message. It's a vicious circle! Grrrrrrrr.

Update:

Thanks! I am working on it now.

Update 2:

Oh man! I did EVERYTHING and couldn't get it to load until I stumbled onto this answer and it worked! Yes, yes, yes! I am posting the link for anyone else having the same problem.
