Which president had the worst approval rating ever?

I'm not sure when they started measuring the approval rating, but is there a way of knowing who had the lowest, since they started measuring it?

    I'm not sure who's had the worst but I think that Jimmy Carter had a very low rating.

    I believe that Jimmy Carter probably had the worst rating of all time but they weren't measuring it at the time.
