Yep, makes me mad as well that city folk come up from Toronto and dump. Do something about it. We organize ditch clean ups in king township twice a year. If it pisses you off enough to be mad about it, don't drive by it, pick the stuff up.

I read recently that the number 1 item of litter thrown from cars is cigarette butts.
When there are drunk drivers, inattentive drivers on cell phones, small kids not buckled up, and other egregious crimes happening, there just aren't enough resources to justify shifting time and effort to enforcing litter laws. Usually cops (in USA) won't write a ticket for litter unless other infractions also occurred.
The fine is typically $50 or $100. Make the fine $2000 and it would only have to be enforced occasionally, and I bet you'd see a dramatic reduction in the amount of roadside litter.

I know that if your caught littering in Alberta it's a fine of $500-$2000 and if you litter in B.C it's a fine of $2000-$5000. I think somethings being done as much as it can. Unfortunately it's not the #1 priority. Catching criminals is.....

In terms of regulating this...unfortunately the police are understaffed in so many areas; that issuing tickets for littering is really low. (I tried to call in a complaint...driving from Northern MB, a Minnesota religious bus was throwing chips bags and drink bottles out the window. One bottle hit my windshield and I nearly hit the ditch and I had a crack in my windshield. I told the bus driver & adults what happened when I saw them at the next gas station...they didnt care)
In terms of clean up...some childrens groups try and go out and clean as part of their volunteer credits. But, there are simply too many people who dont care and it piles up. :P As mentioned, cigarettes thrown out are a huge problems; from moving vehicles they have been causing forest fires. They also have caused injury to cyclists as they drive by. (not to mention the litter problem)
I think society as a whole just doesnt care; and the ones that do care dont make up for it. :(

Because the city street workers are asleep in their truck. Did you hear about the Department of Transportation having to lay off 150 highway workers? The Japanese invented a shovel that would stand up by itself! LOL

In the US, they make the convicted criminals clean it up. Maybe you should suggest this to the Canadian government--Oh wait, there aren't any Canadian criminals, are there? They all run to the US and Mexico! LOL--just kidding!
