I don't know of anybody the maintains statistics on this type of thing, but the most quoted lawyer in American history is likely to be an early American leader. For example, Abraham Lincoln was a lawyer before he became president and he's known for some pretty famous and often used quotes.
Thomas Jefferson was the third president of the United States and a lawyer. He was also the principal author of the Declaration of Independence, so that might make him a good answer to your question as well.
