I'm guessing Tom's Diner by Suzanne Vega (1987)

It has an mp3 clip too; they exclude the "doo doo doo doo" part, but you can double-check to see if the melody matches.

"Tom's diner" by Suzanne Vega. Although she did actually sing/speak the rest of the lyrics.
