well it depends on the occasion, the type of flowers that you give and what you write in the card. bear in mind that your significant other may not even like flowers so it becomes more like a nice gesture than something that she would gushed over...do your homework

A mentor like woman gave me a small arrangement once for graduating and that was nice. See? It can be a gesture.

Can be both! I love receiving flowers from my friends.
For a girlfriend - there really is no better present than a bunch of wild flowers you picked somewhere because they were "beautiful and reminded you of her". Cheesorama but it works ;)
