with chapter 13 bankruptcy, do I have to add "all" of my creditors or whom ever I want?

You would have to list everyone that you owe and you will also sign a declaration stating you listed all of your debts. If the bankruptcy judge, trustee or bankruptcy administrator discover that you intentionally did not disclose your debts your case will be dismissed and they can refer the case to the justice department for bankruptcy fraud.
Also if you are considering not listing a major creditor that reports to the credit bureaus to continue using the account, they will find out that you filed bankruptcy from your credit report and close your account anyway.
Also with the new bankruptcy laws, your attorney will ultimately be responsible that you list all of your assets and liabilities, they can get into trouble also.

I don't think that you have to list all of your creditors. However, if you select to not list one or more of them, you are obligated to pay these debts. You get no debt relief from the bankruptcy for these debts. I think that it is better to list all of your creditors, and if you wish to continue to work with a creditor, you can sign a reaffirmation agreement with them that simply states that you agree to continue to pay your debt to them. This is important if you have a loan that is guaranteed like a car or home loan.

you must add all creditors and notify all creditors of your bankruptcy filing. Whether they are included in payment or not, they are unable to contact you once you have notified them of your filling.

If you want to have them included in the bankruptcy, you have to add them. Otherwise they will still be able to come after you for what you owe them.

Add all the ones you want discharged. The ones you do not add will not be discharged.

You have to list all of them. Otherwise, it could come back to bite you later.
